Meeting Procedures

Northwest ISD Board meetings are open to the public. Regular meetings will be held at 6:30 p.m. on the second and fourth Monday of each month in the Board Room at the Administration Building (2001 Texan Drive, Justin).

With public notice, Trustees also hold special meetings and work sessions as needed. A majority of the board constitutes a quorum for the transaction of business.

Within the limits of the Texas Open Meetings Act, parts of the board meetings may be closed to the public for topics including, but not limited to, these: real estate transactions, personnel matters, student hearings, and legal matters.

Board Business

A typical board agenda includes special reports and routine business such as personnel matters and bids. Business may also include reports from the administrative staff and first and second readings of board policies. Visitors may obtain copies of the agenda at the sign-in table before the meeting begins.

Sign-Up Procedures

Individuals wishing to provide public comment during a Regular Board Meeting must complete and submit the required Public Comment Form prior to the designated start time for the open meeting in which the individual desires to speak.
Public Comment Forms are not carried over from one meeting to the next, even if the Board defers action on an item to a later meeting.
No late Public Comment Forms will be accepted.
Each individual wishing to speak must include their name and address on the Public Comment Form. If they refuse to do so, they will not be allowed to speak.
Each individual should designate which agenda item they wish to speak about during the meeting.
Each individual gets one opportunity to speak per board meeting for the time period allotted by the Board. An individual does not get multiple, separate opportunities to speak for each different action item, except in the case of a Public Hearing.
Individuals must be present at the time they are called to provide comment or they forfeit their opportunity to speak.
Individuals may only provide comments regarding Agenda Items, unless the presiding officer determines in advance of the meeting that individuals may comment on non-agenda items.

Order of Agenda

The Board reserves the right to change the order of the Agenda Items listed on the notice for the meeting.
The Board may choose to defer public comment until after the Agenda Items that have no individuals registered to speak on those particular Agenda Items at the start of the meeting.
The Board may choose to defer public comments on an Agenda Item until just before that particular Agenda Item is heard.
Alternatively, the Board has the right to defer an item on the agenda to another meeting, if there are several individuals registered to speak on an item and time does not allow the item to be discussed. However, no action will be taken on the agenda item until the next meeting.

Structure of Public Comment Session

Time Limits

The total time for the public comment session will not exceed 30 minutes in a regular board meeting, unless extended in accordance with the procedures below.
Each individual who has signed up for public comment will receive 3 minutes to address the Board, absent the necessity of a translator.
When necessary or for effective meeting management or to accommodate large numbers of individuals wishing to address the Board, the presiding officer may make adjustments to public comment procedures, including adjusting when public comment will occur during the meeting, reordering agenda items, deferring public comment on nonagenda items, continuing agenda items to a later meeting, providing expanded opportunity for public comment, or establishing an overall time limit for public comment and adjusting the time allotted to each speaker.
If more than 20 individuals have signed up to speak, the amount of time each individual receives to address the board will be reduced to 1 minute.
At the end of an individual's allotted time, the microphone will be turned off until the next individual arrives at the podium. Refusal to yield the podium will be considered disruptive and may result in removal from the meeting.
At the discretion of the presiding officer, the Public Comment Session may be extended to allow all individuals signed up to speak as part of the Public Hearing or Public Testimony portions of the Public Comment Session to speak, or the Board may defer taking action on an item to another meeting.

Comments on Agenda and Non-Agenda Items

Individuals signed up to speak during the Public Comment Session must keep their comments related to Agenda Items.
If an individual begins to discuss a non-agenda item, the presiding officer will inform the individual that they must keep their comments on Agenda Items or they will be required to end their comments.
If an individual falsely designates an Agenda Item on their Public Comment Card in an effort to speak during the Public Testimony portion of the Public Comment Session, the individual’s actions will be considered disruptive and they may be removed from the meeting.
Citizens will be discouraged from naming specific employees when discussing complaints. Citizens who wish to file a complaint about specific employees will be directed to the District’s grievance policy and made aware that public discussion of complaints against district employees may unduly prejudice the Board if they seek recourse through the formal grievance process.

Disruptive Behavior

If, at any point during a meeting, an individual or group of individuals in attendance becomes disruptive to the meeting, the individual or group will be provided with a single warning before being escorted out of the meeting.
Signs of any kind block the view of attendees at Board meetings. As a result, signs are considered disruptive to the Board meeting and are not allowed inside the Board Room. Signs are permitted in the lobby outside the Board Room or outside the building.

Responding to Public Comment

Any Board member may provide, or ask the Superintendent or designee to provide specific factual information regarding existing policy and practice in response to public comments. However, the Board may not deliberate or decide regarding any subject that is not properly posted on the agenda for the meeting.
Questions asked by the public on topic posted on the agenda may be answered during the discussion of that agenda item. Comments or questions on topics not on the posted agenda may be referred to the Superintendent for consideration and later response.
