Advocacy History

The Texas Legislature adjourned the 89th Regular Legislative Session on June 2, 2025. During the session, lawmakers approved significant legislation affecting Texas public education, including additional investments in public schools, educator compensation, special education, and school safety, as well as the creation of the state's first Education Savings Account (ESA) program. As these new laws take effect, school districts across Texas continue to evaluate implementation requirements and their impact on students, staff, and local communities.

The Texas Legislature adjourned the 88th Regular Legislative Session on May 29, 2023. Of the 8,046 bills filed, approximately 1,246 were passed, including 81 relating to public education. Despite a historic state budget surplus, the regular session concluded without increasing the Basic Allotment or providing broad teacher and staff salary increases.

Governor Greg Abbott subsequently called four special sessions. The second special session resulted in the passage of property tax relief legislation, while the third and fourth special sessions focused heavily on education issues, including school finance, educator compensation, school safety, and proposals to establish an Education Savings Account (ESA) program. Although several public education proposals were considered during the special sessions, legislation creating an ESA program did not pass during the 88th Legislature.

The 87^th Regular Session of the Texas Legislature began on January 12, 2021. The historic session was shaped by the COVID pandemic and the unusual February winter storm which impacted the state’s electric grid. The 87^th Regular Session adjourned on May 31 and was followed by three special sessions.
