Alignment to T-TESS Domains

The Professional Learning Framework is divided into four professional learning domains that are tied to the four The Texas Teacher Evaluation and Support System (T-TESS) domains: Planning, Instruction, Learning Environment, and Professional Practices and Responsibilities. Professional learning opportunities will be categorized into one of the four categories. Many of the opportunities may fit into more than one category, so it is important for teachers to look at all opportunities to support their learning needs. T-TESS rubrics identify the following areas under each of the domains, but are not limited to these areas.

Learning Levels

The Professional Learning Framework is divided into three different learning levels. Level 1 professional learnings are the only offerings that are required of educators. Participants do not have to complete options in order or by levels. Level 1 courses are required annual courses. Courses listed under Level 2 and Level 3 are a list of choices. Teachers do not have to complete all the courses in either level and teachers may take courses at Level 2 and 3. Teachers may participate in professional learning under Level 3 even if they have not completed options under Level 2.


  • Level 1 – Application The professional learning opportunities listed under Level 1 are all annual required professional learning sessions that teachers must complete each year.  
  • Level 2 – Analysis and Synthesis The professional learning opportunities listed under Level 2 are designed to enhance teacher pedagogy or instruction in their classroom. Teachers are not required to attend all of the offerings listed under Level 2.
  • Level 3 – Transformation The professional learning opportunities listed under Level 3 are designed to help transform the educator, campus and district. Teachers are not required to attend the sessions under Level 3 and the offerings will not apply to every teacher. Many offerings under Level 3 are leadership opportunities or trainer of trainers’ modules.
