Proposed 2027-2028 Boundaries

As Northwest ISD's three comprehensive high schools – Byron Nelson, Eaton and Northwest – are each nearing or exceeding their designed capacities of 3,200 students, Northwest ISD will open Davis High School in 2027 to alleviate crowding across the district. To provide this relief, the district will create a new attendance zone for Davis High School and adjust the attendance boundaries for existing high schools.

During this process, Northwest ISD will look at the boundaries that provide the most stability over a four-year span, as each existing high school is expected to experience enrollment changes, including:

  • Byron Nelson High School: Because of its established community and limited housing development, the current Byron Nelson High School attendance zone is expected to see dramatic and unstable enrollment decreases if left unchanged.
  • Davis High School: Because Davis High School is a new campus, an attendance boundary must be created to populate the school. In alignment with district policy, the school will begin with freshmen and sophomores and add a grade level per year.
  • Eaton High School: Because it is already operating with a student enrollment exceeding its designed capacity of 3,200 students, Eaton High School is in need of immediate enrollment relief. The current attendance zone is expected to see continued growth as new housing developments come online. The opening of Davis High School will provide the most enrollment relief for Eaton High School.
  • Northwest High School: Because of the explosive population growth across the S.H. 114 corridor, Northwest High School is projected to exceed its designed capacity next year and is in need of immediate enrollment relief. Northwest High School has already exceeded its projected growth for the 2026-2027 school year by about 170 students.

Population density of an area creates a unique challenge when setting high school boundaries. While one high school's boundaries may be geographically large if the population is less dense – or more spread out – another area may have a higher population density, creating obstacles to where boundary lines can be set.

Guiding principles for the high school rezoning process include:

  • Balancing Enrollment: High school boundaries proposed for the 2027-2028 school year are designed to best balance enrollment across the district while providing Davis High School time to build its programs with two initial grade levels.

  • Long-Term Stability: These boundaries are designed with a goal of remaining in place for four years for the affected areas feeding into each high school, preventing these students from being rezoned twice during the course of their high school careers. Adjustments could be made for areas currently unaffected by rezoning, if necessary because of future enrollment patterns.

  • Equitable Programs: To open a new high school, a large enough student population must be in place to provide equitable programs consistent with existing high schools, pending student interest. These boundaries are also designed not to decrease another school's population to an extent so great that it harms its program stability.

Standard Practice Recommendations for Board Approval

Northwest ISD follows district policies and regulations when conducting rezoning. The options listed below regarding the ability to remain at an existing campus despite being rezoned align to Northwest ISD's standard practices.

Students Rezoned to a New High School

Rising freshmen and sophomore students rezoned to Davis High School will have the option to remain at their currently zoned high school if they meet one of the following criteria:

  • They are enrolled in an academy at their current high school.
  • They are on a staff transfer to attend their current high school.
  • They have a rising junior sibling who will remain at their current high school.

Students who have the option to remain at their current high school because of a junior sibling will be eligible for a transfer to remain at their current school for the duration of their high school career so long as they remain in good attendance and behavioral standing. These students will not be eligible for district-provided transportation if they choose to remain. Additionally, siblings who are not yet in high school during the 2027-2028 school year are not included in this transfer.

Students Rezoned Between Existing High Schools

According to district regulations, students entering their final grade-level year at a campus – students entering their senior year at the high school level – have the option to remain at their current campus if they are rezoned.

Because Northwest ISD has determined capacity will exist at existing comprehensive high schools, the district will recommend that the school board allow all additional current high school students (juniors and sophomores during the 2027-2028 school year) the ability to remain at their current campus.

This means rising seniors, juniors and sophomores will all have the option to remain at their current high school. All students who choose to remain at their current campus must remain in good attendance and behavioral standing. Students who are rezoned and choose to remain at their current campus will not be eligible for district-provided transportation.

Northwest ISD will send families of high school students affected by rezoning between existing high schools a form on November 10 allowing them to signify their intent to remain at their current campus without district-provided transportation. This form must be completed by December 1 to remain at their current campus in 2027-2028.

Opportunities for Feedback

Northwest ISD welcomes families at affected schools to provide their feedback electronically or in person. Both positive and critical feedback is encouraged, as this will help the boundary committee best understand the prevailing thoughts of the community.

Families can provide feedback by emailing onthegrow@nisdtx.org, with all comments logged for consideration from the boundary committee. Feedback can also be provided in person at one of three boundary meetings listed below. Each meeting is scheduled to last from 6 to 7 p.m., though district leaders will remain on site for additional questions.

  • Monday, October 5: Meeting at Byron Nelson High School (Cafeteria)
This meeting will focus on boundary adjustments for students proposed to be rezoned from Northwest High School to Byron Nelson High School, or from Byron Nelson High School to Davis High School.
  • Wednesday, October 7: Meeting at Northwest High School (Cafeteria)
This meeting will focus on boundary adjustments for students proposed to be rezoned from Northwest High School to Byron Nelson High School or Eaton High School.
  • Tuesday, October 20: Meeting at Eaton High School (Performing Arts Center)
This meeting will focus on the proposed attendance zone for Davis High School as well as any students proposed to be rezoned from Northwest High School to Eaton High School.

Please note these meeting locations are the host sites – families at any school affected by rezoning are welcome to attend any meeting, even if it is not their child's campus.

Scheduled Vote by School Board

The Northwest ISD Board of Trustees are scheduled to vote on final boundary changes at their regular meeting on Monday, November 9.

Davis High School F.A.Q.

Proposed Byron Nelson High School Attendance Zone

As the high school attendance zone with the most established residential communities, Byron Nelson High School is projected to see drastically declining enrollment in the coming years if adjustments are not made to its attendance boundaries. Because of this, Northwest ISD is proposing increase the geographic size of its attendance zone to balance enrollment across the district. A small portion of the school's current attendance zone is proposed to transition to Davis High School.

Proposed Addition

  • Daniel Elementary School: The entirety of the Daniel Elementary School attendance zone is proposed to feed into Byron Nelson High School. A portion of the school's attendance zone already attends Byron Nelson High School.
  • Justin Elementary School: The portion of the Justin Elementary School attendance zone east of F.M. 156 is proposed to feed into Byron Nelson High School.
  • Lance Thompson Elementary School: The entirety of the Lance Thompson Elementary School attendance zone is proposed to feed into Byron Nelson High School.

Proposed Transition

  • Granger Elementary School: The entirety of the Granger Elementary School attendance zone is proposed to feed into Davis High School.
  • Hughes Elementary School: The portion of the Hughes Elementary School attendance zone south of S.H. 170 is proposed to feed into Davis High School.

Proposed Davis High School Attendance Zone

As a new school, Davis High School will open its doors to students in the southeastern portion of Northwest ISD, providing the most relief to Eaton High School, which is currently over capacity. Davis High School will open with freshmen and sophomores and grow a grade level each year.

Proposed Addition

  • Curtis Elementary School: The entirety of the Curtis Elementary School attendance zone is proposed to feed into Davis High School.
  • Granger Elementary School: The entirety of the Granger Elementary School attendance zone is proposed to feed into Davis High School.
  • Haslet Elementary School: The entirety of the Haslet Elementary School attendance zone is proposed to feed into Davis High School.
  • Hughes Elementary School: The portion of the Hughes Elementary School attendance zone south of S.H. 170 is proposed to feed into Davis High School.
  • J.C. Thompson Elementary School: A currently unpopulated portion of the J.C. Thompson Elementary School attendance zone is proposed to feed into Davis High School. This portion is located on the southern side of the school's attendance zone.
  • Peterson Elementary School: The entirety of the Peterson Elementary School attendance zone is proposed to feed into Davis High School.

Proposed Eaton High School Attendance Zone

As the high school in the greatest need of enrollment relief, several areas of the current Eaton High School attendance zone are proposed to transition to Davis High School. Because of projected drastic growth in the Northwest High School attendance zone, a small portion of its attendance boundary is proposed to transition to Eaton High School.

Proposed Addition

  • Carter Elementary School: The portion of the Carter Elementary School attendance zone west of F.M. 4923 and south of a private tree line is proposed to feed into Eaton High School. This represents the majority of the Carter zone. The northern portion of this zone remaining at Northwest High School is currently unpopulated.
  • Romer Elementary School: A currently unpopulated portion of the Romer Elementary School attendance zone is proposed to feed into Eaton High School. This portion is located on the western side of the school's attendance zone.
  • Seven Hills Elementary School: The entirety of the Seven Hills Elementary School attendance zone is proposed to feed into Eaton High School.

Proposed Transition

  • Curtis Elementary School: The entirety of the Curtis Elementary School attendance zone is proposed to feed into Davis High School.
  • Haslet Elementary School: The entirety of the Haslet Elementary School attendance zone is proposed to feed into Davis High School.
  • Peterson Elementary School: The entirety of the Peterson Elementary School attendance zone is proposed to feed into Davis High School.

Proposed Northwest High School Attendance Zone

As the high school expected to experience the most dramatic growth over the coming years, Northwest High School is projected to need an immediate decrease in the size of its geographic boundaries to sustain this growth without exceeding its designed capacity. Because of this, Northwest ISD is proposing to decrease the geographic size of its attendance zone to balance enrollment across the district. Multiple portions of the Northwest High School attendance zone are proposed to transition to new high school attendance zones.

Proposed Addition

  • None.

Proposed Transition

  • Lance Thompson Elementary School: The entirety of the Lance Thompson Elementary School attendance zone is proposed to feed into Byron Nelson High School.
  • J.C. Thompson Elementary School: A currently unpopulated portion of the J.C. Thompson Elementary School attendance zone is proposed to feed into Davis High School. This portion is located on the southern side of the school's attendance zone.
  • Justin Elementary School: The portion of the Justin Elementary School attendance zone east of F.M. 156 is proposed to feed into Byron Nelson High School.
  • Romer Elementary School: A currently unpopulated portion of the Romer Elementary School attendance zone is proposed to feed into Eaton High School. This portion is located on the western side of the school's attendance zone.
