Kim Blackburn named principal of Romer Elementary School

Northwest ISD has named Kim Blackburn as the inaugural principal of Dr. Leigh Anne Romer Elementary School, placing a veteran campus leader at the campus honoring one of its longtime principals.
Since 2015, Mrs. Blackburn has served as the principal of Seven Hills Elementary School, including opening the school’s new building in 2024. In addition to her campus leadership experience in Northwest ISD, Mrs. Blackburn served as principal for four years in Grapevine-Colleyville ISD and an assistant principal for three years in Clear Creek ISD.
Mrs. Blackburn said she will miss her Seven Hills Wolves family, where she spent 15 years as a community member and 11 years as a staff member. However, leading a new campus named after her longtime friend was an opportunity she felt called to accept, she said.
“Serving as the principal of a campus named in honor of Leigh Anne is a tremendous privilege and gift,” she said. “I look forward to getting to know the students and families that will attend Romer Elementary School and upholding the values that she and I share: A strong community partnership with a focus on empowering students, teachers and staff to reach their full potential.”
Mrs. Blackburn brings 27 years of teaching experience to her new role, having begun her career as an educator in 1999. She is active in several educational leadership organizations and has led presentations at both regional- and state-level conferences.
Romer Elementary School was approved by voters in the 2023 bond election and will open in August 2026 in the Madero community that borders Sendera Ranch. Attendance boundaries for the new school will be approved by the school board in the coming months following community input. As Mrs. Blackburn transitions to her new role, she will continue leading Seven Hills Elementary School for the remainder of the 2025-2026 school year.
Mrs. Blackburn earned her master’s degree in education administration from the University of North Texas and her bachelor’s degree from Texas A&M University.
