Shannon Barton named executive director of finance

Northwest ISD has promoted Shannon Barton to executive director of finance, placing a proven district finance leader over several key programs at the fastest-growing school district in North Texas.
With 18 years of experience in school district and municipal finance, Ms. Barton has consistently implemented best practices to strengthen financial accountability and transparency.
As Northwest ISD’s director of accounting this past year, she oversaw key grant programs, ensured compliance with evolving regulations and strengthened internal controls through audits, reconciliations and process improvements. Her leadership helped the department earn multiple state and national honors, including the Government Finance Officers Association’s Certificate of Achievement for Excellence in Financial Reporting, the gold standard in K-12 financial compliance.
In her new role, Ms. Barton will oversee all financial and business affairs of the district, direct the investment of district funds and serve as the chief financial and budget advisor to the assistant superintendent, superintendent and board of trustees.

Ms. Barton joined Northwest ISD in 2019 as an accountant, where she improved reconciliation processes, collaborated with the Human Resources and Payroll departments to align stipend coding with the compensation plan and enhanced paycheck descriptions for greater clarity. Prior to that, she was an accountant with the City of Southlake.
She holds a bachelor’s degree in business administration from the University of Texas at Arlington, a certificate in public finance from Texas Tech University and is a registered official with the Texas Association of School Business Officials.
